Implementasi Kebijakan Peraturan Daerah Kota Tangerang Nomor 8 Tahun 2005 Tentang Pelarangan Pelacuran

Abstract

The implementation of Tangerang City Regional Regulation No. 8/2005 on Prohibition of Prostitution, which is designed to uphold community morality and reduce the practice of prostitution. This is in line with the Tangerang City Motto, Akhlakul Karimah, which means good character or behavior,. Using Merilee S. Grindle's theoretical framework of policy implementation, this study analyzes two main aspects: the content of policy, which includes goals, objectives, and policy instruments, and the context of implementation, which involves actors, resources, and the social environment. In writing this research method, it uses the literature study method. The implementation of this policy involves the Camat, Lurah, and RT/RW, Civil Servant Investigators (PPNS), the Tangerang Social Service and SATPOL PP. Empirical data shows a significant decrease in the number of commercial sex workers (PSK) during the implementation period. However, there were a number of challenges, including limited human and financial resources, weak coordination, and the absence of a sustainable rehabilitation mechanism for prostitutes. In addition, social stigma against the affected group is an additional obstacle in achieving the policy objectives holistically.
